Chavez is handing money over to him and many others to persuade them to vote for him. The Venezuelan citizens are going against Chavez and do not want him to lead Venezuela because of the way he governs and manipulates the poor.
Meaning: The meaning of the cartoon indicates that Hugo Chavez (the current Venezuelan President) is gaining all the votes by manipulating the poor to vote for him. It is unfair and unjust from him and that is why the Venezuelan society are rebelling against his rule. In every election Chavez does the same thing and gives the poor money or shelter. Although it helps them in the short-term, it does not help them in the long-term. He has ruled since 1999 and is not helping Venezuela develop into a better country.

There is a triangle on the podium, the same triangle is on the foreheads of the two people behind the curtain.

The man that is giving the speech is smiling but at the same time he seems to be sweating and he seems to be very nervous and concerned. The people behind the curtain have a mean straight face and look, they are wearing sunglasses which makes them look very sneaky. The large part of the crowd seems to be happy for being able to have a more secure environment in the future. The small part of the crowd seems to be questioning what the government official has to say and one of them thinks that there will be less freedom.
Meaning:
The government official makes it sound like having more cameras in the streets and around the city, and having more armed guards is in the best interests for the people, but in fact it is not, it is actually bad for the people because the more armed guards there are and the more cameras there are around the city or country, the less freedom will the citizens have. Because they can be easily monitored by the government and the government can have more control over the people by placing armed guards in the cities. While most of the crowd is manipulated into thinking that this is great way for the government to protect their citizens and the children of the citizens, some of them have stopped listening to him and started to question, why is he promoting the thought of increasing security around the country? The government official is actually not willing to promote this cause or idea but he is being forced by a secret group of people which are unseen to the people behind the curtain.
